If it is a purchase on a web site then it is up to the seller who creates the button for the item if a note to seller option should be possible or not.   If you are talking about eBay then I agree the solution is a bit unintuitive  because the note to seller option is not available after the buyer have logged in to his/hers PayPal account to pay for the item. He/She have to include the note directly when he/she have clicked the Pay now button on eBay. It is available only on the first screen under review Your purchase page. The option is not available after clicking Continue to log in to his/hers PayPal account.   When the buyer clicks on Pay now..the next page should state"Review your Purchase". On that page if the buyer scrolls down a bit he/she should se on the left side of the page under seller information. There should be a yellow plus sign and then the text "Message To seller name" and then the link Add message. Thats the link the buyer must click to include a message to the seller on PayPal.   It is possible for sellers these days to turn that option off tough. So if you have not enabled that option in your eBay Seller settings then the buyers will not be able to send you a note to seller notification.     ... View more

If it says 'Update', it means you've previously enabled it already. Simply enter the correct IPN URL they're providing you with.   Note: As it's apparently enabled, you'll need to check whether you have any other sites / scripts that depend on PayPal IPN. ... View more

Hello Chardongentry!   Thanks for stopping by!  I would be glad to shed some light on our different account types.   You are able to send and receive payments with all of our account types!   Personal: If you are someone who shops and pays online this is the account for you!  Let's say you want to send or receive personal payments for shared expenses--like splitting a dinner check or rent charges--this would be a great fit for you!  Personal accounts are not really recommended for online sellers, as the fees are higher to receive online payments.    Premier: If you are a casual seller or non-business who wishes to get paid online.  You can still make online purchases with this account!    Business: This is a great choice for merchants who operate under a company/group name.  There are various features included with the business account.  You can even allow up to 200 employees limited access to your account!    Fees: For complete information on PayPal transaction fees, please see the fees section of our User Agreement or click "Fees" at the bottom of any PayPal webpage. All PayPal accounts allow you to send and receive payments.   I hope this helps to explain our different account types!   Lilly ... Auntspicy, I am having the same problem as the OP. I was shipping an item to a buyer. I noted damage to the item and went ahead and shipped it out this afternoon. I went into Paypal and refunded the buyer's money back to the buyer. No Dispute, No Complaint filed by buyer. At the bottom of the refund transaction page appears this message:  eBay decided in favor of the buyer in a dispute filed with the eBay Resolution Center and authorized PayPal to debit your account for this refund.
