One of two things could be holding up the payment.
First, if your email address is not confirmed on PayPal, confirm it. Go to Profile > Email Addresses and click on "Confirm" if it still needs this.
Otherwise, ask your friend what email address they sent the payment to (including the spelling). The most common cause of "floating" funds is an incorrect email address.
If it is the wrong email address, you can add and confirm that email address on your account to claim the funds. If you can't do so, ask your friend to cancel the payment and submit it to the correct email address.
