Responsible adults would read user agreements, you are correct. But when the user agreement states that you are covered for your item not being received, then says that an empty box (an item) will be considered "your item". I did not purchase an empty box. You are missing the whole point. I'm trying to make people aware of the user agreements verbage which covers absolutely nothing. Maybe through this more people will become "responsible adults" who will read and understand the user agreement. By the way, Paypal has not taken steps to insure that transactions are safe. As you make selections of how to pay you should be advised as to what is best in your behalf. When purchasing outside of Ebay, when selecting the payment method it shouldadvise the user that by funding with a credit acrd you have additional chageback benefits from the credit card. Wait, that would just cause Paypal to be out the money and they would then have to collect it from the seller. Apparently, I'm not the most unresponsible adult however because in speaking with the resolution management they've stated that they are now working to correct the user agreement to better protect the buyers in such transactions. They did agree to help me and have returned 1/2 of the transaction. So I'm only out $325.00. Hopefully I can keep more people from making the same mistake I made by posting this.   ... View more

It's too bad that I had to learn the hard way. Who ever reads user agreements. I buy so much on Ebay and Paypal has helped me a couple times when needed. I assumed the same coverage applied when people used Paypal outside of Ebay. I figured this was part of the agreement you enter when accepting Paypal payments outside Ebay as well. I figured that we all agreed to arbitration performed by paypal in the event of a discrepency. Why else would I want to use their service. I've recently been the victim of atm swiping where they got my atm info and pin number. It took 5 days for them to take nearly $2,000.00 out of my checking account. It took 7 days to get the full amount back. If they want my credit card info to use, that's fine...I'm covered for fraud. At least with a credit card you can dispute charges when you get an empty box. I did get a hold of somebody at Paypal that actually cares though. They said the are looking into it. We'll see. I did not read this part or understand that there was a difference between using Paypal with Ebay and without. After being cheated out of $652.00 and finding out I have no protection, I'm making an effort to let all members know that they need to read the agreement and understand that they are not covered by Paypal when buying outside of Ebay. I don't see why you would threaten me with expulsion from Paypal for this. I would think that making people aware of this would make it easier on Paypal to not have upset customers. If you pay outside of Ebay, like straight from somebody's webiste you have no protection. If they send you an empty box and have receipt of you accepting it, that is now the item you purchased. It is now considered Not As Described, and that is not covered. They only cover you if you receive nothing at all. I think that people are talking about using Paypal outside of Ebay. If you read the user agreement, there is no protection for the buyer if the seller has a tracking label and a package was received. There is no coverage for you if you accept a package. It then becomes INAD, and empty box is considered Not as described....You did receive an item after all and that item is now the item you purchased, it's just not as described. So enjoy your empty box, or box of crap if that's what they decided to send you. If you purchase outside of ebay you have no protection. Read the user agreement and you'll see that the seller can ship you an empty box and that is now "your item". So it does not count as item not received.
