something to keep in mind- when you pay with a credit card,there is a processing fee and Paypal charges 30 cents. When seller refunds you whole or partial,there is also a transaction fee,say 25 cents. Paypal used t o waive that fee ,but not any more,so when your seller refund you 25 cents,Paypal will slap a processing fee say another 25 cents,so he will endup paying 25 cents to refund you 25 cents. This fee is for processing all these credit card transactions and the money goes to the gateway processor,not Paypal ,for gathering all the transactions and sent them their merry way.
