I attempt to send money from my bank in Rochester NY to a friend in Ottawa ON and get this message: "We are sorry, but we could not complete this payment, because it has been denied by the card issuer. Please retry with a different card or funding option to continue with the payment." After 3 hours of attempts to resolve this problem over the phone with both my bank and paypal, I am about to close my PayPal account. While convenient at times, it's just to big of a pain in the neck (or lower) to bother with, UNLESS you can resolve this issue. My landline phone is <removed>, cell <removed>.
