How can I reopen a case that has already been closed? (I bought a refrigerator and the seller charged me for more than the amount advertised as the final price. I reported it as a problem to Paypal and they refunded me but only for the difference between the advertised price and the charged price--it's been ten days now and I have not received a single email about the item actually being shipped and the seller isn't responding to my emails.) When I go to Paypal and select the transaction to report a problem they say it's been resolved and there's nothing to do--I never got the item and want to entire fee refunded, what are my options?
