I've sent a message on Instagram.   But, I did look at the page you linked.. https://www.paypal.com/uk/cshelp/article/help247 One sentence in that article states.... It’s not possible to close an account with a remaining balance, an account limitation, or other unresolved issues.   Now, since I cannot validate the account doesn't that mean it's 'an account limitation'?
