I am sorry to hear you are having issues making your transfer. I know this must be frustrating. This could be due to a number of reasons, for example. if your PayPal account is unverified.
Sometimes when a PayPal account is not yet verified, it can prevent you from using your PayPal balance. To verify your PayPal account, simply follow the steps here. Once you have done this, please try making your transfer again.
