Has anyone received a text from Synchrony bank saying that a refund posted to your PayPal Credit account. 3/3/2021

I disputed the transaction and Paypal says that I cannot dispute the transaction of this type and this transaction is related to an eBay fraud but this also looks strange just because it is in my account and no Paypal Rep is available by phone so what is this charge. Why is my refund not showing up in my new credit balance.

I bought a product on Ebay and right after I paid for it I looked at the sellers feedback and the guy only had 3 feedbacks and everyone of them talked about getting ripped by the seller and Never getting there product. I looked at my puchese from the guy under myEbay purchases it says that the seller is no longer part of EBay. So do I need to report this to PayPal and get my money back as the date on the diverry is not up yet and the seller is from China and I will be gone for 14 days with no internet to contact PayPal about this or should I just wait until. I get back like 10 days after the dilevery date but if I contact Paypal to late I will never get my money back so what should I do. Ripped again
