I'm having INR Indian PayPal account. I got an invoice for my CSM renewal fees in USD at Scrum Alliance. When I'm trying to pay via my debit card, it's not allowing me. The payment is declined. I tried checking with my bank and they say it's the merchant issue. I already paid for another USD transaction at another website and it worked fine. This merchant only has wire transfer and PayPal options. How can I resolve this? PayPal doesn't allow Indian customers to keep money in their PayPal account.
