I started a dispute as buyer, but seller didn't respond. So I escalated it to a claim. Now he said in e-mail, he's willing to refund, but I need to close the claim first, because "it's impossible to refund a buyer during a claim, because after dispute is escalated to claim, refund option disappears for the seller". Is that true? Does refund option disappear during claims? Or does he lie? Can the seller refund my money (for physical goods) during a claim, or not?
