I believe it might be as you said, one is to friends and family and the other for goods and services. However, I do not see a way to change this? In paying the account where there are no fees, after I enter the amount and click continue, I actually see "paying for an item or service" which I can change. But the one where I can charge the fee, there is no option to change the purpose of the transaction. How do i change it? Or are there different types of paypal account from the receipient side?
