I sent money to a friend's PayPal card but when they tried to make a purchase right after sending, it gave them a message saying they couldn't complete the transaction fir tge exact amount of money I sent them. Is there a waiting period or what would cause that to happen? I sent an amount over $1,000 so not sure if it's because it's a larger amount of money or how quickly does it appear on their card? How can he access those funds? Please help as the funds are needed ASAP! THANK YOU!
