If PayPal had requested that the item be returned to the merchant, but a tracking number was not provided within the required timeframe, the case would automatically close. In this situation, the case would only be eligible for appeal if the item was returned in that timeframe, but the tracking number just wasn't uploaded in time. If that's what happened, you'd need to continue working with the merchant or seek other recourse outside of PayPal for a refund. However, if the case was closed for a different reason, you might be eligible for an appeal.
