Hi all, I recently make a purchase online and used paypal goods and services to pay. Later on, the seller issued a refund and asked me to put the money on paypal balance to make a purchase instead of using my visa card. Does anyone here experience this? I got the refund on my account but I wonder if the seller can dispute the refund or not. And why do they insist to receive payment from paypal balance only? I asked them and they said it was the only way to make transaction approved. My question is do you guys think this is scam?
