@Packard33 It has to do with this: Policy updates and user agreement changes to Personal PayPal accounts If it is only letting you apply for the debit card to accept your money in addition to withdrawing to your bank account, getting the card AND convert your PayPal balance to a PayPal Cash/Cash Plus account, might as well get the card and then be allowed to withdraw to bank while waiting for the card. Early on, Accepting the money used to let people choose from withdrawing to bank or confirming some information to keep the funds in PayPal account and use the balance but I guess they've changed it.

Hi, this is the first time I have had an issue with PayPal. I only have a mere $138.20 dollars in my PayPal account and I am trying to withdraw the money to pay bills, but when I try to do so, I get the following message: "You've exceeded your withdrawal limit. Please increase the limit and try again." What is this? I have also tried entering smaller and smaller amounts until it was down to only $5.00 dollars and it STILL won't let me take any money out. Does anyone know what is going on?
