So, a guy I made a payment to to do some IT work for me and is saying the payment is on hold at his end by PalPal and won't complete the work until it does clear.
I contacted PayPal who advised that the payment has successfully cleared my account but the receiver should contact PayPal themselves to find out why it's on hold and theirs
I have advised the receiver to do this but he is refusing to and still won't provide the services I paid for.
I sent the money on 1st Feb 2021 and it is now 3rd Feb 2021 and he's still saying the payment is still on hold by PayPal.
I have raised a dispute but that failed. How can I actually speak to a human about this? PayPal's customer service and automated help centre is just disgraceful.
