Welcome to PayPal Community! I understand that you are having concerns with accessing your PayPal balance. Typically, if you are waiting six months to access your balance, it sounds like your account may have become limited and not closed. Is your account permanently limited? If so, the balance is not transferred automatically. You will need to manually transfer the funds to your bank/card. Please keep in mind that not all withdrawal options are available. If you'd like to discuss this further and identify how you can withdraw, please contact Customer Support directly by clicking Contact and then Message Us (when available) at the bottom of the PayPal website.
