If you confirmed both cards, unless there was an issue, they should appear as a funding source, You mentioned both cards were charged. If you went through the full confirmation process with entering the code from your statement, and they still don't show as an option, I'd recommend reaching customer support by clicking 'Contact' at the bottom of any PayPal page. Support is also available if you send a DM to @AskPayPal on Twitter or a PM to facebook.com/PayPal.
