Hey everyone!! I am new to PayPal, so I wanna know that as we receive a foreign payment, does PayPal instantly deduct the transaction fee or is it deducted when we convert it?? I am asking this as I wanted to sell my items on a website so I am in a dilemma that whether I should provide a REFUND POLICY or not when using PayPal....as I would be in a trouble if I give a REFUND POLICY and the PayPal deduct its amount.
