Then ask you to confirm receipt to release funds sooner: How do I confirm receipt of an item? After you do this, the seller has to allow you access to and use of the accounts and only then do you close the dispute to release the disputed money back to seller. If seller refuses to let you use the accounts, escalate to a PayPal claim to have PayPal decides who get the money. Buying these accounts is kinda useless if the seller can regain access to them anytime and cut you off.
