Hi everyone, I bought a router on ebay and received it with broken parts. Then I opened a case on Paypal to dispute the transaction. Paypal emailed me saying that the seller agree to refund if I returned the item. One week later, I return the item and update tracking number in my case. 3 days later, the seller return the item and paypal denied my case. They says that my tracking number is invalid because it was sent from oversea. While they don't mention any of that in their email, and they also say international shipping is accepted. I try to appeal two times and they keep denying it. How to solve this issue now? who's responsible for it now? Thanks
