                      You can ask the postal department to show you the proof of delivery and the address where it was delivered. I am sure they'll help you in tis case and then if details are incorrect then you can present your case to paypal. as for now the delivery confirmation shown in tracking is enough for paypal to assume that you have your item. aslo in worst case if nothing seems to be working out +ve and you had paid using your CC then you can approach your bank and ask for a chargeback.                                                                Currently i am facing same problem where seller claims that he shipped but i never recieved anything. finally filed chargeback and surprisingly Paypal is fighting my chargeback on behalf of the seller although there is no proof of delivery other than a custom form which only says that item was recieved on 15/09/2010 at gotha and no further information is available.                                                 It's really surprising that Paypal despite of asking seller to show proof of delivery is actually defending him. i am jusy waiting with my fingers crossed. ... I am really surprised that paypal is helping seller and they have decided to fight chargeback. they have sent letter to Bank in which they used custom label# and used it as tracking# saying that buyer has recieved the merchandise whereas neither have i recieved it nor they have any proof of that. that really surprises me that inspite of asking seller to show proof of delivery they are standing against chargeback just by producing usps receipt provided by seller. i don't know what happens next.                                                  Any help please! ... E bay and paypal both failed me also. I bought used cell phone from a seller who claims that he sent it thru USPS priority but without tracking# but only custom label. i reported ebay about INR but they sent me to ebay.in who in turn sent me to ebay.com and eventually passed 65 days with no outcome. since i paid with CC. i applied chargeback and today only came to know that paypal is disputing chargeback and instead of asking seller for proof of delivery they are using custom label# as tracking # and saying that i recieved the merchandise.                               I am wondering since when paypal has decided to stake it's reputation by helping those sellers who already have cheated buyers using paypal service.                                 My advise to you is if you have delivery confirmation send all details to paypal at once instead of waiting for them to ask for it and wait for their resolution. If you paid using CC then you always have the option of filing a chargeback thru your bank but don't do this till paypal is reviewing your case otherwise they'll just close your case. ... View more

@bigkahuna i did went to resolution centre on ebay.ca and it automatically directed me towards Paypal page. I think ebay.ca transfers all disputes to paypal only. anyways when ebay owns paypal then what's the diffrence between them.                     when you mentioned earlier that i am covered i was relaxed but now even you don't seems to be confident.                       Have you ever came across to any such problem??? ... Recieved E mail from paypal about an hour back :               We have concluded our investigation into your case and have decided in your favour. You have indicated that a partial refund of 0 would be satisfactory. If the seller's account has insufficient funds to complete the refund owed to you, please be assured that we will take appropriate action against the seller's account, which may include limitation of the seller's account privileges.                                       This has left me worried. what if he doesn't have any balance in his account? what about ebay buyer protection? what about paypal guarentee? as far as my knowledge says guarantee means guarentee even if that means bearing the loss itself. @ kevin, Thanks for your reply. I hope you you know chargeback was my only option left. I also know that in event of chargeback paypal stands with the seller irrespective whether seller is faulty or not. therefore can't expect much help from paypal however is it possible to know the outcome of closed case from paypal( not my CC ) that whether they have accepted it or challenged it. will paypal provide me any help? ... I agree. when paypal has access to both ebay messages and resolution centre posts they can at once know that seller is fraudulant in his activities like not providing tracking number or not responding to communications but then too they will still provide him with ample time to just relax and use my money. instead for cases like mine they should provide fast track resolution. my question is what if the guy has already emptied his account?? ... Bought used cell phone in sept. from a seller on ebay.ca he said that he sent it thru priority mail but not with tracking # after waiting for 15 days i contacted ebay as seller didn't answered my messages. agent suggested me to open a dispute and offered that they can open it on my behalf to which i agreed but they wrongly opened the dispute on ebay india where i am registered instead of ebay.canada where the purchase was actually made. ebay india denied to help saying that neither the item was listed on their site nor was transaction carried out using their checkout( I agree they were right) and ebay canada wrongfully said that since case was opened on ebay india ( this was wrongly done by one of their agent only) therefore i need to contact ebay. india when getting no help from anywhere i opened dispute with paypal who closed it saying that a claim was already opened with ebay so they can't help me. ebay india at last said they'll take up my case with ebay's core site and will try to get it resolved. all this went on for more than 65 days and with no outcome. Hence i was not left with any option other than to file a chargeback since i paid using CC. paypal iformed me about my chargeback process but now it is showing case as closed but have not provided information about outcome. I am just trying to understand as in what happens next for me as i know paypal always defends case from seller's side in event of chargeback. ... View more
