Until PayPal figures out that GREED is not a positive strategy for success, you will continue to volunteer for less and less customers. Customer pay for PayPal's business and sign their paychecks. When customer see the true greed, they will continue leave this once appreciated business. When the customers are gone, so is the money and then so is the jobs of the people and families that work for PayPal. Then who will you volunteer for then?
