If the seller was a scammer to begin with, sending an item back will likely not get you a refund (seller would not confirm delivery, say not in original condition, etc). If seller seemed to have disappeared, then I'm afraid there may be no recourse. Try contacting PP customer service via chat in message center, get to a live agent and explain you did everything PP asked you to do but still no refund. Maybe a sympathetic agent will help. Sending wrong item back to Asia is never a good idea, even if PP is stupid enough to implement this inane policy.
