Re: Ruling in favor of Merchant, Wrong decision

Actually. they just recently refunded me. It was reviewed and I got a full refund. It was just two weeks ago, the people at my bank asked me if it had been resolved, and I said, no, Paypal did nothing. Maybe my bank contacted them too. Since part of it came out of the bank.  It may be because a large portion of the resolution center is automated. But I don't know, they still were able to contact the scammers.  Either way, I will do lots of research before buying something that is the deal of the century.  ... View more

Suddenly got refunded after dispute with scam site

Back in June I opened a dispute about a scam site saying they had expensive guitars for under a hundred. Since I always wanted a high quality guitar for decades, I got taken in, even though I had studied fake scam sites and what they do. But I realized quickly after, it was a scam and I would get nothing. The scam site sent a bogus tracking number to Paypal, which was for some other delivery to someone else in the same town. Paypal closed the case, and would delete any further messages I would send to them on it. So I could only conclude they were in on it. Since it was so easy for them to contact the scammers to get the tracking number, when I couldn't. They also charged more than the stated charge, and paypal let it through.  I was very disappointed, and decided I would use Paypal for as little transactions as possible. In fact only when there was nothing else. Because I saw no protection in it. I thought it was done. But two months later, it was reviewed and I got a full refund. I don't know what happened. They got new personell in Paypal? So many people had the same thing happened, that they couldn't ignore it? When they reviewed it, they saw the tracking number was bogus?  Of course I also learned to take pause and research before buying anything that seems too great a deal. But I am glad there is improvements going on. Unless this is normal, where people that have been **bleep**, get refunded during the review, not the initial automated dispute.  ... View more

You are right @Jeff_Savoie . That is the truth. I was trying to be open to the  possibility that Paypal is just over run by complaints, and with not being able to answer the phones, it is even harder. Which is still true. But after the scam seller supplied them with a "used" tracking number for some address in the same town I am in, unrelated to my delivery, and Paypal accepted it without pause. Closed the case, and have barred any further pursuit from me. Going through it, just the people who post on this community, the dozens a day that say they didn't receive what they purchased, the scam seller gave paypal a used tracking number, and their case was closed and they were unable to open another or pursue any further. I even tried to send more messages in the center, and they were immediately deleted. So if this is happening as often as it is, and is exactly the same situation with multiple paypal buyers, over and over again. Then I can only conclude that Paypal is in on it, or really incompetent. I don't think they are incompetent. It was also funny how easily paypal was able to get a hold of the scam seller so easily, while there is no phone number, address on the site. Only a message option, which they did not answer for me. I was talking to my bank mamanger, because part of the charge went to my bank, and he said that is because they have a business contract. Paypal has a business contract with these scam sites that sell really high end guitars to people for under a hundred, then don't deliver them. So from now on, I no longer will do personal purchases through Paypal. I was going to dump my account with them altogether, but I will only keep it for my ebay store, so other buyers can go through it. Because I am not a scam seller. I got a perfect star rating.  ... I find it dubious that Paypal can easily get a hold of this scam seller, when I could not through their message center. Or now Paypal through their message center. At this point Covid, which only had to do with the phones, has nothing to do with it. But they are dragging that out as long as possible. You don't need to be around other people to answer a phone or answer a message center. I got one representative, on the 11th, in the message center, and she was great. But then the seller, or provided a fake tracking number, and Paypal has now shut me off from pursuing it any further.  We need to boycott paypal services. Don't use them for any purchases, as much as possible. They are not safe if they have contracts with scam sellers.  ... View more

I had the same thing. Just don't use Paypal for any personal transactions. If enough people boycott them for not checking unrelated tracking numbers and not allowing the buyer to do any follow up to an unfairly closed case, then they might actually have to change their tactics to actually protect both buyers and sellers, legit sellers, fairly.  ... I'm done with Paypal.

I have been with Paypal for 8 years. If you get them on a live chat or phone, they are usually helpful. But with my recent experience with a scam site that has an account of some sort with Paypal. I didn't receive the item, a guitar. Somehow Paypal was able to get contact with them, and they sent a bogus USPS tracking number, for an unrelated delivery to the same town, to someone else. I confirmed it, by going down to the post office in the very same town, and they looked it up, and confirmed that it was not anything to do with my address. It was one of those buy a guitar really cheap from a guitar store that went bankrupt. They actually even overcharged me $14 from what I approved and paypal let it go through. When I try to open another case on it, or message them, in the message center, the case is instantly closed, and the message is deleted.  So I am done with paypal. From here on in, my mission is to close my paypal account. I was going to keep it open, if not for my purchases, but for my ebay store. But I will close the store just to have nothing to do with paypal, even though I have a perfect selling record. Or I may wait until they get their internal selling platform up on ebay. And just not use Paypal, for any personal purchases, until then.  ... View more

That's amazing! You should do that as a traveling theater soliloquy! 😊   Call it the Solipsistic plight of Resolution.   Or just lighten up. I just got taken in by a selling scam that I should have known better, because I have been studying them for years, so I wouldn't be taken in. But I still got a smile inside, because I learned a lot more from it, I got to interact with people in this community, that I would have never before. I learned that to never assume a secure site means it is okay. Have a think about it, before you click checkout. And the embarrassing reality that who made the mistake was myself. Paypal is like a kind of bank, all they do is transfer your money at your request. Just looking at these forums in the last few days, dozens of complaints come in every hour, and that is just the ones that post. And some of them look like scammers themselves trying to get help to continue a scam. There is no way to know, or assume what they say is what happened, and Paypal has to go through hundreds of them, from all around the world. And then Covid. They can't answer phones anymore until that is clear. It annoyed me too, when I tried to call, but then I came to my senses. Paypal doesn't care about the customers, because of what is going on with a deadly contagious virus, is a pretty harsh judgement. In 18 years, you dealt with two. In 8 years, I dealt with one. But Paypal will continue to deal with dozens a day long after this.  Now I am going to bring this soliloquy on the road. 🤗     ... View more

Yeah, I might have just got lucky. It looks like I just logged on, when someone from Paypal was responding to my message. But my point was, if you get someone live, chances are they will be able to do a lot more and be more helpful, then if you go through the Resolution center where a lot of it is automated. Or maybe not, if you are really hostile and critical about it, like you are with me. I could tell by their responses, they really appreciated my patience, and didn't just vent angrily on them, because I got taken in by a fake scam site.  ... View more

If it is that, I would suggest, just delete the whole Paypal account, if you can. If it was a mistake, and there has been no sign of activity. But if it is a fraud account, they may do a lot of these, and have them on file, and haven't gotten to use it yet. But if it has someone else's bank account information, it was probably a typo. They can just make another one with their proper email, and you may be able to make one with that email again, or if not, just get another email. But I wouldn't suggest keeping that Paypal, as it is. Even if you are able to change information.  ... View more

(Embarassed) Yes, that was exactly it. On further research, I found two years ago these Guitar shops were unsecured. But now they are secure, and you pay through paypal, instead of encouraging you to put credit card info in. So it looks like now. They get several sales and then close the site, and start another one. Get a few more sales. Looking at some information on it, the whole secure website thing is not a hard thing to get, and it doesn't mean your information is secure. The scammers have been adapting to these things as they come. Be really fickle about any website, unless it is some well known seller, like a walmart site, or something like that. But even then, sites can be faked, even Paypal. Never log into another site through a lesser known site.  Or make a 100% sure the site is real.  ... View more
