I have been with Paypal for 8 years. If you get them on a live chat or phone, they are usually helpful.
But with my recent experience with a scam site that has an account of some sort with Paypal. I didn't receive the item, a guitar. Somehow Paypal was able to get contact with them, and they sent a bogus USPS tracking number, for an unrelated delivery to the same town, to someone else. I confirmed it, by going down to the post office in the very same town, and they looked it up, and confirmed that it was not anything to do with my address. It was one of those buy a guitar really cheap from a guitar store that went bankrupt. They actually even overcharged me $14 from what I approved and paypal let it go through. When I try to open another case on it, or message them, in the message center, the case is instantly closed, and the message is deleted.
So I am done with paypal. From here on in, my mission is to close my paypal account. I was going to keep it open, if not for my purchases, but for my ebay store. But I will close the store just to have nothing to do with paypal, even though I have a perfect selling record. Or I may wait until they get their internal selling platform up on ebay. And just not use Paypal, for any personal purchases, until then.

I find it dubious that Paypal can easily get a hold of this scam seller, when I could not through their message center. Or now Paypal through their message center. At this point Covid, which only had to do with the phones, has nothing to do with it. But they are dragging that out as long as possible. You don't need to be around other people to answer a phone or answer a message center. I got one representative, on the 11th, in the message center, and she was great. But then the seller, or provided a fake tracking number, and Paypal has now shut me off from pursuing it any further.
We need to boycott paypal services. Don't use them for any purchases, as much as possible. They are not safe if they have contracts with scam sellers.

Same thing happened to me. Paypal messaging doesn't work, dispute center doesn't work, there's no one there.

Same thing happened to me. I realized I'd fallen for a scam when I saw the exact product from the exact website that I'd ordered on the news. The tracking number says it was delivered on May 18, and I didn't even purchase anything until June 11! I could not find ANY WAY WHATSOEVER to contact the seller, so I started sending messages to paypal immediately saying I need this payment cancelled and the seller had left zero way to do that or to contact her. She added on almost $15 when free shipping was advertised for our order and if it was taxes, $99 doesn't get taxed almost $15.00. I entered a dispute and they already closed it. Now my messages are being ignored-even when I tell them the tracking number is from some random package delivered a month before my order to someone else! I agree with another comment stating it will not be safe to order anything from or use paypal anymore.

Me too, I can't get a hold of them in Email and Calls. I am so frustrated that I can't withdraw my money

I also fell a victim to a Paypal seller who advertises all these fantastic products at very good prices. We ordered two bikes, one Schwin adult three wheel one for my handicapped husband and a Schwin ladies 26” one for me. We are now out the money and we’re given US Post Office tracking numbers which the post office says are bogus numbers. Now when I disputed both sales for non receipt of the items, they tell me they were able to contact the seller and they have been told they were delivered. They provide no proof of delivery and in the first place the U S Post Office does not deliver bicycles - way too large for them. I searched the website for this seller and find all kinds of complaints against this seller - money gets charged out within minutes of purchase and order never received. Most people say to add insult to injury, this seller sometimes sends a cheap plastic whistle or child’s toy valued at $.10. And yet each night they are back selling all the same items under a new name and in the morning they are shut down again with more complaints. It is a real shame these type of fraudulent sellers are out there and a bigger shame that PayPal takes their side and robs me as a long time customer. I will be filling out claims on them with the Federal Trade Commission. The worst part is that I have called and called to PayPal Customer Service and can never get a human being to talk with to try to get some resolution or my money back. No more PayPal for me either.
