It does sound that the fee added and the hold on the payment got you really surprised.i would like to explain it to you so the next time you won't feel that way. Since the transaction was made via seller and buyer it will be subject for a Purchase Protection for the buyer. That will explain the fee. This will be in general. You did mention transaction was in person but the payment was still made under PayPal. Based on what you said the item was delivered. If so you can ask the buyer to release the funds for you via their PayPal account. They need to login and go to the actual transaction and locate confirm receipt and click yes.
