I want to refund a buyer and i can't do it

So, i decided to fully refund an ebay buyer, i put the money in by bank account wich is confirmed with Paypal. When i push "issue refund" the answer is "You don’t have sufficient balance to complete this payment. Add funds or add a bank account and confirm it" The balance is 0 indeed, but i have money in my account, if i try to add money in my balance, guess what??? the "add money"  button is missing and it is beeing replaced by "top up using Trustly" or "add funds using Trustly" , and this service is unavailable for now, in my country, at least.   So i am in the situation where i look like the worst scammer on earth, the buyer will probably give me a negative feedback and all because i can't send him the money i owe him.   I used the messenger app here in Paypal interface, and for more that 12 hours nobody responded to my problem i tried calling the US phone number but i could not pass the robot on the phone in order to talk to a human operator.   What can i do? I have a customer that bought a watch from me, the watch was sent next day, but for more than 30 days it is still in transit. Due to the covid crisis this things happen sometimes. I talked to the customer a few times through ebay messages, telling him to be patient, but he file "item not received claim". The money was taken from my account ASAP. My question is, what is the procedure if during or after the claim review the package arrives and it gets delivered? Who is going to pay for my item? What are the best measures for me to take in order to be covered as possible. I mention that the package was sent with tracking number and declared value.   Thanks   ... View more
