Police wont accept a complaint about postal issues, they say that it has to involve vandalism of some sort and the amount must be up there for them to make a report a insurance company covers depending on what the victims agreement states    police said its the post office you have to file a report with and paypal most likely wont accept this since they only given you a week tops 10 days and a postal complaint could take more then a month.   i asked PP if the postal complaint was enough and for the first time since discussing the case…ive been ignored for 48 hours,    ... To anyone who read all this, I had purchased the item December 2019, I got the refund after involving an attorney, getting advise and contacting paypal about the messenger activities such as removed messages etc, basically got my refund almost a year later since the purchase...not very fair that I had to insist paypal respect and honour their word and re open a case closed due to covid19 delays as they promised ... well, went from bad to worse, I told paypal I spoke to an attorney (who is in fact connected to regulators that fine companies like paypal) im was not threatening paypal or tried intimidating anyone, I just said that I asked an attorney about this and shared what the attorney said and should be corrected.   As I mentioned before about my case, that paypal removed emails saying they will reopen a case they closed which showed that I had returned a package to China which arrived there but once the merchant got it no tracking info was updated., that paypal message center replies showed I was promised 4 times between months of messages asking about it., not a word from the merchant since the case was a open and the return was sent in July...yet the item returned to my home last week with a REFUSE sticker and junk in the box., I know I repeated the story, but   when I contacted paypal they Response 1 from paypal 24+ hours later Paypal claimed I was been refunded in ten days but they where referring to the wrong case number   Then upon requesting again to confirm all this Response 2 from paypal I was told that they made a mistake and it was not the same case, that my case was closed indefinitely because it was 180 days old., totally ignored my questioning to why they closed it int he first place if I was told that it did not matter if it was taking a year cause of lock downs.   I then start telling Paypal about my legal cunsultation and went over my rights, that the attorney can subpoena paypal for the erased emails, that I had saved them for a discussion thread elsewhere, what they said yet I was lied to a number of times and the merchant said nothing all along this case inside paypal resolution center, the merchant did not report anything wrong with the return, China post literally did not report anything at all, yet the item was opened, repacked with garbage and sent back.   Response 3 from paypal 24+ hours later  we decide to give you a refund for the case, the money will appear in my credit card starting 0X etc number within 10 days....   So because no case number mentioned at all this time, nothing clear,  I asked them again to please verify the refund is for so and so, I asked this two days ago, the time NO ANSWER AT ALL! and I have to dish out 4 times the loss to an attorney who is sure we will get whatever is fair back, cost, time and trouble., I was no doubt lied to on record with payal, but why they or someone at paypal favoured a vender who stayed silent through out this process is obviously linked to a kickback scheme., possibly on a political level because of Trump trade wars., we are not the first Americans to be scammed by banks.   ... paypal guaranteed to reopen a case after lockdown ...

I have a few ongoing discussions about this matter  with an order from China December 2019, it was a not as described case, the Chinese merchant,  ignored my messages for more then a week on ebay, so I raised a paypal case and he reported that there was lock down in his area and was un able to respond from the office, this took place between December 2019 and January 2020, I did not believe him as zero news was out on the net yet, then during the Chinese new year I was sure the merchant was in some trouble so I asked paypal to extend the time so the merchant can come to an agreement on how to move forward once back in the office., we extended the time roughly 4 times as it was news that covid19 was spreading, lock downs took place in China, then Europe and then the USA.   By the time it was clear I should simply return this $300 order for a refund the lock down also effected the French Post office where I was, they blocked shipments from and to China,  I sent paypal a dozen messages and we extended the time again., paypal suggested a private company but the cost to ship back from any in france (DHL etc)  is astronomical, paypal generously then sent me $20 towards shipping it back as well and by the end of July I finally provided a tracking number which was updated until it arrived at the merchants site ---> but nothing was reported,   I could not get an answer from the merchant either by email or phone, paypal then reported activity is indeed taking place with this merchant and its as wise that I had sent the item back as he was clearly ignoring my ebay emails, direct emails and phone calls., but they decided to close the case and told me I could re open it when movement is showing in the tracking history, so no one knows if the merchant examine the return, no one at paypal discussed what time limitation the merchant had, China post simply did not update this which is not normal, the French post said it reached its destination and that china post is responsible for reporting the results to the tracking number and they are not....and the French post office can't do anything about it now because the racking number is too old.   Paypal assured me again not to worry and we will reopen the case even if its a year later, but they did warn again that the merchant is indeed actively sending and receiving packages using paypal, they where aware he was lying or ignoring me, but I was not alerted if the merchant had a so and so limited time to respond since receiving the package,  so PP closed the case.   Last week a small package arrived here from China, a French and a Chinese label indicated REFUSED was the reason, when I checked the address I realised it was the merchant who had sold me a GUITAR, by far the package could not of possibly contained a guitar, it is 5x7x4 inches and less then 1lb, I opened the package to find what looked like a smashed piece of cardboard portion of the guitar box I sent back, the merchant kept the item (guitar) and refused the box sending back garbage., I then try to contact paypal about opening a case as I was clearly in the right for a refund and voila!  all the messages where gong!! I could not even see the case number and had to dig around for it..   Through out all those previous messages paypal had recognised  that the merchant lied to me, wasted time, knew how to play the system and even got hotty with nasty jokes like he will SPRAY a replacement item before sending it to me, spray with what ? Covid19? I was told that they will not tolerate any merchant like this, those messages with the merchant where on ebay, the merchant did not ONCE respond to a single paypal message, yet paypal removed them and is now telling me that the case is closed because 180 days past....if this does not sound suspect I dont know what does, collusion?? a PP employee behind it linked to the merchant?? paypal ignored me every time I asked why the messages where gong, why they refuse to find and read them, why they did not honour anything they said in these messages and instead side with am merchant who clearly ignored any messages in PP and some how is in bed with China post.   These activities are unlawful full, I work very closely with the authorities where I am, specifically meet the head of cyber crime patrol yet under our very noses we witness something paypal is responsible for and the only additional thing I am told is to seek a charge back from my credit card issuer which I used to transfer the money to paypal who send cash to this merchant, you see, the bank I have says its paypal who gave this merchant the money and the French post does not understand how paypal can ignore the fact that I should be refunded. ... I have received funds for counterfeit items in the past, I had to visit an expert (in Europe) and that person confirmed that the item was in fact counterfeit.   But paypal or someone who handled one case I had is in the business of cheating people cause during the lock downs paypal decided to close a case I had promising me it will be re opened as soon as movement was reported in the tracking info,  what happened was that a Chinese merchant who had provided me with a item not as described was in a city claiming they had a lock down, this was before it was heard of, so I asked paypal to extend it, they did this until July when I was finally asked to return the item to China and given $20, the shipping was $78 but I was un able to ship anything from France until the end of July or early august,  the merchant finally received the item but no tracking info was updated....so paypal closed the case (did not say its as in his favour ) just closed it and when I asked paypal stated its as because no movement in the racking info was updated.   I then assumed the merchant was unable to update the case but china post also did not update the info, instead last week I received a small package from China showing refused on a Chinese label, Shockley this package was not close to a size of the item I ordered, a $300 guitar, I go to report this to paypal with photos and noticed all the emails of them stating I can reopen the case where purged! not even in the bin!   The emails (which I had shared screenshots of on two discussion boards about this) contained promises by paypal to honour reopening the case and apply their rules after the merchant reported to of received the item exactly as it was sent, yet even with a deadline for a merchant paypal ignored me asking why the emails where purged and instead told me that  the case was closed because it was 180 days old and they can not re open it, final deacon is in the favour of the merchant who refused the return! how about that!      So I was not only robbed by a merchant $300, I was robbed by paypal because I paid for additional shipping back, someone at paypal has to be personal buddies with the merchant when I asked my law enforcement friends, this is absurd.    ... I have been updating info on a item I ordered from China last year during December 2019, the merchant lied over and over about fixing issues, by July 2020 paypal had extended the case 4 times and then closed it because no tracking info was updated by the post office., the tracking number and address was correct, I was told not to worry and paypal will indeed re open the case but giving me only ten days from there to verify the tracking info or info that the post office shares.   well, the item arrived 3 days ago, what is interesting is that it says that it was refused in China, but when I  went to update the message center in paypal about it the messages where all gone, the case vanished, in fact anything older then 3 months vanished and I am only to see the purchases prior and choose to archive them..thats all...   I sent paypal a message asking what was going on with this, I can't see emails or the case number any more, I got vague messages back day by day.... day 1-the message will be forwarded to our specialist team day 2-they see that a refund was issued to my bank card ending with a # and it will take 5 to 30 days etc   I then thanked them but got a stranger message the next day day 3- the message I got back read; that the refund was issued in mid July, which is not the same case.   I then asked if they can confirm that we are talking about the same case from a purchase made in December 2019 and a day later day 4- I got this sobby sorry message that the case was closed in July due to no tracking info (just to be clear, the tracking number showed that the item did reach China, then nothing happened after it arrived to the merchants address, no info was updated for 3 weeks! ).   Now im dealing with paypal claiming I need to contact my financial institution who is telling me this is to old and maybe they could of helped if I had contacted them from the start, in other words paypal ebay and this Chinese seller dragged out this case knowing the Chinese merchant who has a history of cheating the system will indeed cheat the system again, during our emails it was paypal agents who stated that they won't play this vendors games (the vender got hot after exposed for making promises to get me to drop the case, he started saying things like he will send me a new replacement item and spray it too, for free! ,im jewish and its very personal when someone talking about spraying things in china where he also stated that a virus had broken out causing his staff to stay home during JANUARY 2020, then during the Chinese new year he started showing a hot attitude and openly stated that I should close the case first and trust him) paypal who read this said that they won't accept such vendors but will close the case until movement with the tracking number starts showing up again after lockdown but with a window of ten days, even if its a year later, well....its not what I am seen now,  the item back, a bit damaged, the labels clearly state it was refused by the receiving side.   I guess I can contact the bank and show them all the messages I had saved and the recent emails, which clearly show paypal neglecting their own promises. yes, its starting to appear as if paypal is siding with Chinese sellers regardless of the fact China is responsible for its own political issues based on their own  economical interests with the US., I was told by Chinese that the US (democrats) had made secret deals with China through a few American Chinese, deals which allowed China (like other countries with baseless in human laws) to contour slave labour, continue with laws the US can't get around yet can hurt Chinese to do so and since Trump and politicians started sanctions China went viral politically ,then a virus broke out, now they claim ticks from labs are also out killing people, regardless of all this crazy info Paypal did indeed release a pubic statement saying they will give sellers extra time...how ever, buyers where not informed well about this and neither where post offices..   Many people gave up, I am not giving up $300 to some scam, i had enough of senseless stories from the post office and will now consult an attorney to deal with them (not paypal), because paypal only needs proof I sent the item back with a tracking number, I gave them the tracking number but the post in france claims China received the item but did not report back....the French post office is refusing to update the tracking to show the item was received!, they insist on telling me to wait wait wait until China explains who got it, if they lost it etc, my guess is the Chinese ebay store shut down, so its a fat that the post office in france behind my problem...paypal says as soon as they do they will re open the case giving the seller 10 days to reply,  which means they will get the money back to me, how I donate now., they have to even if the seller vanished.   ... Hi   Most recent conversation with the French post was exactly that, The French post asked me to send them a receipt proving what I sent back to a merchant yesterday,  I never mentioned that this was merchandise been returned to a merchant in China once on the phone yesterday or prior to this, yet they know this and are asking for a receipt,   After speaking to someone else I decided to call the French post this morning and I was told that the person who I spoke to yesterday was was incorrect  and I have to wait yet again for the party who received the item to update the tracking info, is this not the job of both  Chinese and French post, and why doe snot the French post do it if they know it arrived in China and where it is?????   I remind you all who are reading this that this item I purchased back in October 2019, it was finally returned MONTHS ago after waiting around the void 19 issues,    Conclusion, the French post is claiming China received the returned item, but simply did not update this info online,  My conclusion, why is not the post office updating who received the item and where its stuck if that's the case? Why is not the French post office holding China Post responsible for the loss of this item if its the case? Who are you supposed to complain to if your package is lost or the French post is claiming they know who received the package but its them who update the tracking info so paypal can read it.       ...
