@MortezaMomayezi I am incredibly sorry you have had such a hard time with these transactions, I know it can be frustrating so I look forward to offering you some advice in regards to this situation. It appears by your description that negotiations with the seller have been of no use for getting your refund, its time to bring this case to either your bank or paypal, this means, opening a dispute. You can either choose to call your bank, explain the situation, and have them reverse the charge either on the groups of a billing issue (as you were supposed to receive a refund) or an item not received case (since you haven't received the item). Bank reversals typically provide your money ban instantly while your bank creates a case with the seller. Alternatively, you can open a dispute with paypal, this might be the only option you have if you paid with your paypal balance. Disputing with paypal is a bit of a longer process, you'll have to wait atleast 10 days to receive funds. As I stated earlier, you can either open an Item not received case or an case pertaining to a billing issue. At the very least, this will spur a response from your seller who may be more inclined to resolve this issue than before I hope I was able to help and I'm sorry you've experienced an issue with this transaction.
