Is your friend registered in another country than you? You should be able to view the fees in the user agreement you will find on bottom of Paypal website, different countries may differ some in user agreement. You cancel payments from transaction log. Note that PayPal app does not have the cancel button neither does Safari web browser. Internet explorer and Google chrome works. (Edit) Depends if possible to cancel the pending payment, if you've viewed already the transaction log on web browser that should have cancel button but there's none, you may not be able to cancel. ... Hi Jnar26 I would advice you to take caution and read the agreement on PayPal and seller protection. If you choose to sell the item to this person, you need to make sure they first send a commercial payment for goods. It's always the seller who stands for fee AND shipping with tracking. If you've a buyer who offer stand for cost of fee or shipping you can only do so by just increasing the price of the item so they pay more. Always be logging into PayPal website to see so you have received the money even if you happen to get a mail from PayPal (or what could look from PayPal) always enter the website on your web browser yourself and log in and view that you have received the money to your PayPal balance. Once you are sure that you've received the payment and it's for goods, you could ship the item but you must (depending on your country but in most countries) ship it using tracking, and it has to be delivered to the address you will see in the payment. And when you send it, save the receipt that shows the address that you sent the item to. Remember it's always sender of the item that is responsible for the item to be delivered or available for the receiver to pick up the item. Cannot say for sure it's a scam but do not accept personal pickup/"mover" of the item or that they stand for shipping. Read on seller protection and it will save you 🙂 ... View more

Hi  cheffest71 Was it a commercial payment (for goods/services) ? If so you could create a dispute by going to Help -> Resolution center and then press on the big blue button "report a problem". From there you will be able to choose this transaction and continue. Then you can report it as item not received. Regarding sellers protection, if she has not sent the item then she really don't need any protection. She could simply just go to her transaction history on PayPal and there will be a refund button on your transaction. If she refunds you that way, there is no risks for her. ... View more

I would advice you to decline their request and instead if there is anything you would need help with on PayPal, you could go to "Help" and down to "Contact", and simply contact PayPal by phone. Depending which country the phone numbers to PayPal is different. I googled the number you provided here and I believe it is not from PayPal and therefor I would advice to block that number. Hi Hermit1971   The e-mail address you log in with to PayPal is the one you should use. If you log in to PayPal and go to the cog icon (settings) you will be able to see your e-mail address(es) connected to your PayPal account. Be sure that you also have your e-mail address verified. Hi sdl123   Regarding the $3 it should only be reservations on your bank. When you add a payment card it makes an authorization of $1 to see if the card is active and working. These money should be coming back to your available balance on your bank. The name and billing address on the card should be the same as you use on PayPal.
