Times have changed.  What was protocol 10 years ago does not apply anymore.  So, however Ebay/Paypal worked 10 years ago is not how they work today.  All of it has changed.  Yes, you will have to choose a premier account.  It doesn't cost anything extra to upgrade and you do have to be verified.  As for getting your funds held......paypal will probably do that anyway even when you upgrade.    ... Yes, it happened to me about 2 years ago.  I can't remember exactly what I had to do, but I think I had to update Java.  I have provided you with a link to Java's website (see below) and their latest version.   The popup that happens to give you the paypal shipping label runs off of Java.  I hope this solves your problem.  I'll keep researching for you and see if there are any other possible solutions.  But, for now, try this.  Let me know if it works.   Java ... I've been selling on Ebay since 2004.  I never had my funds held for any reason until recently.....and they were held for no reason.  Paypal couldn't even pinpoint a reason when I spoke with them numerous times on the phone.  It seems to me that even though the holding policy was placed in 2008, it is only now that they are seriously "abusing" it.   Greed does that to people.       ... Well.....at least you know where the item went.   I have never been in a situation like that so I don't know the best route to try and take.  I suppose trying to take legal action would be the next step.....but you also have to find the actual person who the item was sent to.  Hopefully the address you sent the item to will lead you to them.  ... I totally understand your anger.    I spent over a month all stressed out over it.  I kept trying to figure out why they were holding funds on sellers with spotless records.....spotless records that go back for YEARS.  I finally figured it out.  They are targeting those sellers because they are practically guaranteed to make interest.  There is very, very little risk of proven sellers doing something illegal or having problems with their buyers.    Since paypal makes interest off all the money they are holding wouldn't it make sense to hold the funds of the BEST small-time sellers?   They are thousands upon thousands of us small-time sellers.   Each of us alone don't amount to much....but put us all together and we are bigger than most companies.  ... I have no idea if the powers that be at paypal even bother to come to this forum.  If they do, then apparently they don't care how much people are hating the temporary holds.  I spoke to a paypal representative from the United States and asked her to visit the forum to see for herself how receptive the people have been to the holding policy.    I had a temporary hold placed on all incoming funds for 5 weeks.  It was still active when I spoke to the lady at the U.S. paypal center.  After listening to my polite complaints and concerns, she promised to take note of everything I said and give it to her supervisor.    The very next day the hold was lifted off of my account.   Was it a coincidence?  I don't know, but it would seem that you have to get lucky enough to have the right person on the phone.   While I on the phone with her she did tell me that paypal was gathering information on how well the holding policy would be welcomed by their customers before they would begin to consider any type of changes.  That was when I told her to come to their own message board to see for herself.  I told her that the customers were not happy and were practically screaming about the holding policy.  It doesn't mean that anything will change in near future, though.    ... I think the situation is very unfortunate and probably the only way you will get restitution is to press charges just like Ebay said.  I am not trying to be critical here....but if I had been in your shoes, I would never have refunded his money after I shipped out the item.    I think that the buyer wasn't easy to deal with and I can understand your frustrations.....but it really is the sellers responsibility to have the shipping costs and needed package sizes all figured out before putting up the item for sale.  Like I said, I am not trying to be critical.   We all make mistakes and have to learn from them.    I hope you will be able to pursue this and get your money back.....it would be even more unfortunate if this turns out to be an expensive lesson learned.  ...
