I have no idea if the powers that be at paypal even bother to come to this forum. If they do, then apparently they don't care how much people are hating the temporary holds. I spoke to a paypal representative from the United States and asked her to visit the forum to see for herself how receptive the people have been to the holding policy.
I had a temporary hold placed on all incoming funds for 5 weeks. It was still active when I spoke to the lady at the U.S. paypal center. After listening to my polite complaints and concerns, she promised to take note of everything I said and give it to her supervisor. The very next day the hold was lifted off of my account. Was it a coincidence? I don't know, but it would seem that you have to get lucky enough to have the right person on the phone.
While I on the phone with her she did tell me that paypal was gathering information on how well the holding policy would be welcomed by their customers before they would begin to consider any type of changes. That was when I told her to come to their own message board to see for herself. I told her that the customers were not happy and were practically screaming about the holding policy. It doesn't mean that anything will change in near future, though.

They've ignored them, as they should.
If you check, you'll also see that the board advisors, who are all volunteers and not employed with Paypal, have ignored them as well.
If you guys want to have a hissy-fit over something that is normal industry practice and isn't goin to change, be my guest.
Just don't delude yourselves that it's having any effect.

You may have the ability to be "zen" with the world at all times, but some of us have to vent every now and then. Even if nobody here EVER gets heard by paypal, at least we know we are not alone in how we feel.

I am now baffled by NO LEGAL ACTION has ever taken against the 21-day hold policy of PayPal.
I would only understand 3-4 business day hold or a week hold with immediate release of pending funds afterward ( with delivery confirmation or not ) unless the buyers filed a case or complaint & left a negative feedback within that time frame.IT'S BUYER'S RESPONSIBILITY NOT TO BE GULLIBLE and TAKE NECCESSARY STEP TO DEAL WITH SELLERS ON ANY AUCTION MERCHANDISE NOT RECEIVED OR NOT SATISIFED.PayPal should not have a role in it.

It's true there were some gullible Ebay shoppers were scammed by online criminal element in the past ( I was one who sometimes received junk merchandise - not one transaction was never received - no del confirmation was needed back then 2002-2004 ).But,present scenario is we decent small time sellers feel being **bleep**ed by PayPal in the disguise of Buyer Protection

Small sellers even more vulnerable to unscrupulous buyers, because they will have every incentive to avoid getting dinged with bad feedback that might trigger a freeze on their PayPal account

I have had ONE unscrupulous buyer in more than 2,000 transactions.
The danger is over-rated.

I don't think you quite grasp the scale of the problem.
I've talked to a seller ( a kid, really), who sold his laptop TWICE, got $2500 for it each time, then sold it off-line to a third party and kept all the money.
$2500 is a pile of money. Scammers don't nickel-and-dime you - they go after the large kills. $500 and up. And they used to just register an ID, run their scam, then register another ID, run the scam all day long.
This move completely eliminates the benefit of those scams.
we decent small time sellers feel being **bleep**ed by PayPal in the disguise of Buyer Protection
Then offer merchany banking - the rules are worse.
Paypal has no obligation to run their business the way YOU would like to - best to learn that right now.

It takes longer than a week for most patcel post deliveries to be made. By claiming that you "understand" a hold for a week, but not 3, you're just quibbling about the details.
PayPal should not have a role in it.
Well, paypal and ebay think they should and they have the only votes that count.
