MUST I upgrade my Personal Account to sell on ebay???

Hi... I haven't sold on ebay for 10 years. But at that time my personal account was good enough to use IF I sold under a certain amount monthly. If I remember the fees were less that way. (Especially when I'm selling $1 & $5 items). I am under the impression that I MUST upgrade to a Premiere account if I want to sell on ebay or else paypal will hold my funds until I do. Things have gotten A LOT fancier with automated invoices etc. than when I sent out personal emails to receive payments 10 years ago. Will my personal account work to sell if I stay under a certain amount monthly?

Yes, you must upgrade to a premier or business account.  And the account must be verified as well.

Times have changed.  What was protocol 10 years ago does not apply anymore.  So, however Ebay/Paypal worked 10 years ago is not how they work today.  All of it has changed.  Yes, you will have to choose a premier account.  It doesn't cost anything extra to upgrade and you do have to be verified.  As for getting your funds held......paypal will probably do that anyway even when you upgrade.

I suggest very strongly that you spend some time on the ebay discussion boards if you're going to do any amount of selling.

This is NOT the ebay you remember.

There are limits on how many items a new seller can list ( and they'll likely consider you a new seller again), the 21 day hold, all sorts of pitfalls for those that don't prepare properly.
