Do ALL Business Accts Receive 1099Ks from Paypal Regardless of $, # Transactions?

Answer please. Will Paypal send 1099Ks to ALL Business Account holders REGARDLESS of how much money/how many transactions they do?

Have been trying to put my tax ID in but Paypal is saying I must upgrade from Premier to Business.

I took in LESS than $20,000 on LESS than 200 transactions in 2011 selling PERSONAL stuff.
