While certainly possible given the bredth of the population that uses PayPal, keep in mind these are financial transactions, and PayPal protects your personal financial information, only handing out the shipping address and name supplied by yourself. Being a payment processor, the need for user IDs isn't really there, however, wherever you buy the item from (eBay, for instance) may use them for those purposes. But keep in mind the finance world is something totally different from a marketplace too. After all, you don't use a User ID on your checks do you? Nor does a Debit/credit card run from a fictituous name (legally, anyways).    Anything past that would be petty, and most people wouldn't risk a tie up with the Police, or worse, over a single bad review. ... Sounds to me like what happened is that when you sent the money to your friend, it recovered the negative balance as well from the Debit Card/Bank. Have you checked your transaction history and seen if it offers any light (or even called in?). I know that, according to the user agreement, if you have a negative balance for any reason whatsoever, adding or receiving money to your account does grant them permission to use or add to the use of those funds to offset the negative balance. This is something I'm fairly sure you have little choice but to call for. If it's telling you that there is a pending transaction still associated with the card, regardless of validity, that could mean one of several things. First, and least likely, is a technical bug. The only reason I say this is least likely is because of the following reason which I have had the displeasure of experiencing. The second reason is that when you make a purchase from some companies, it creates a charge that isn't actually a charge, it's an order. Orders don't move money, authorizations do. If you've ever seen the same charge appear twice and one says pending and the other says completed, that's what I'm talking about. I had to call in to get the card removed (which involved some random questions) because the order was never closed by the company I bought from, and apparently these things can stay open for as long as the company designates (mine was nearly a year old).   If you've tried emailing them to no avail, I'd check any phone rates and give the customer service a call, otherwise you'll have to wait for the card to expire. ... Not a problem, glad I could help. Another thing I would make sure of, especially since you're selling, is that your email and/or phone number is confirmed as well, otherwise if a payment is sent to either of those and it is unconfirmed, you won't see any payments either (i.e. if it's sent to your email and your email is not confirmed, then you won't see it. Did you go to paypal.com and log in when you saw this $1700, or was it simply stated in an email/provided via a link in an email that he sent you (or alternatively, a text message)? As it is, I would make sure how you went about it. If he's asking you to send money via Western Union/MoneyGram then that's a definite scam. ... View more

As far as the PayPal side is concerned, seller protection is given when all of the following conditions are met: The selling account in question, prior to the transaction, is a Premier or Business account.   The item is paid for in a single payment.   The funds are within your PayPal account, either pending/on hold or available before the item leaves your ownership.   The item is shipped to the address listed in the Transaction Details.   It is a physical, tangible good.   Proof of Delivery and/or Shipment (usually a tracking number). Signature for pick up must also be included if it is above the value of 750USD   It cannot be delivered in person. -- This is just what's covered in the User Agreement in section 11. I would consider directing more specific questions to the customer support.   The main thing to consider here for you in particular is that if they are the one hiring the supposed shipping agency, they are the one controlling the destination, not you, and cause you to lose eligibility of your seller protection, therefore it's always advisable you pay for the shipping, and simply include the costs as part of the price for your item. ... Under most circumstances, due to the way the funding heiarchy works per the User Agreement, the Balance is used first and foremost, and then the bank if there is a credit card tied to the account, then any credit line provided by PayPal, then your normal Debit/Credit card, then an electronic check. Keep in min that with an eCheck, it overrides the use of the balance entirely, which a normal credit/debit card or Instant Transfer does not, so having less than the purchase in your balance is less hindering. Basically, any time a balance is available, it will be used at least in part for a transaction (the only exceptions being a PayPal Credit line, eCheck, or Pay After Delivery).   In short, the Credit Card, like the bank is more of a back up funding source than anything, however, some merchants still opt to restrict their acceptance of certain payment methods, despite using PayPal. They function off the same number, however they have a different set of duties than the technical help team would. Product and Site (Support) help with a handful of more business oriented options such as PayPal Here, banners and ads, certain shipping things, and buttons that you use to check out with as well, so they may have an idea how to help you. When you call in, try saying "Buttons" or "PayPal Buttons." and see if that gives you somewhere different. If not, when you do get someone, you can always say you're looking for some help with buttons on your website and that should clue them in on where to get you. ... View more
