Have you tried going to the summary page and clicking Classic site in the bottom left or just typing in paypal.com/history into the address bar? Both of those bring up the old history page I know for sure, but whether there is an issue or not with them functioning I do not know. ... View more

There are situations that occur in which the withdraw limit doesn't reset (also keep in mind it's based on a 30 day time frame, not an actual calandar month). Had the same problem recently. Fortunately, they do have a workaround. If you click on Wallet where you normally go to link a card and then scroll down to the bottom, on the left hand side it says "Classic Site". Just click on that and it'll bring up four categories that are on the left. Underneath those it'll have some links, and one of which says "Update Card." Clicking on that should bring you to the card page with an Add Card button.   If for whatever reason you can't see those links underneath the four categories, click on My Money (second from the top of the list) and then Update next to the section titled (Credit) Cards. ... Well for further clarification, I would just call in and talk to them about their Seller Protection over the phone, as that's likely going to be quicker than an email, and they would be able to give that more definite answer you're looking for. I understand that you aren't selling anything, but, in the Definitions section, Purchase Payments do include Donations, so I imagine if you have some kind of documention or the like, you might be in better shape (as I imagine it would be similar to intangible item sellers). Since Seller Protection mostly deals with disputes and what not, I would definitely just recommend biting the bullet and calling in,especially if you've been waiting a while for an email response. ... Just to clarify, your balance is normally used before any other funding source, and there are three exceptions to this listed in the User Agreement. These are Pay After Delivery, eCheck (electronic check), and PayPal Credit Products. So if you don't use Pay After Delivery, your balance will be used first and foremost before going to the Instant Transfer from your Bank Account. While Pay After Delivery is still an Instant Transfer transaction, due to the large delay in time frame of initiating the transaction to the actual completion is two weeks (or more), it specifically ignores the balance, The reason to why, however, is not outlined in the User Agreement ... One option you do have, though it will be less immediate, is you can apply for the Debit Mastercard. It treats your balance similar to a checking account and withdraws the funds from it when swiping for a purchase. If you have a back up set for it (such as a bank account, credit card or the like), if the balance doesn't cover the whole amount of the purchase. In that case then, just keep an eye on it for the next several days until it cancels out. If it doesn't, and it was sent as a goods or service payment (which it sounds like it was), then that means that the other person claimed it, and at the point, then there's a good chance you could file a dispute for the transaction. ... Should be two ways of going about doing it that end in the same place on your end.   1.) Profile>Payment Settings> Preapproved payments. Click on the profile, scroll down to the bottom and under the Payment Settings section, you should see Preapproved Payments in blue. Click on it and you're good to go.   2.) Wallet>Classic Site> My Money> Update next to Preapproved Payments Click Wallet and in the bottom left you'll see Classic Site. Click on it and then select My Money on the left. You should see Preapproved Payments towards the bottom of the list. Click Update next to it.   Both of these paths should take you to the same area.
