A HOLD must be the EXCEPTION, not the RULE! Please keep a folder on your PC of PayPals Emails regarding HELD requests. Take DATES, REF NO, NAME OF REP, NOTES OF CALLS and TIMES of all calls to PayPal regarding HELD requests. In Fact PayPal should encourage such an INDEPENDANT idea as, as they say the issue is fixed, it would show the majority of customers getting their funds straight away!
