I would call Paypal again and calmly, slowly explain to them this: You have open case with freelancer.com and would like to inquire about the refund. Do NOT get confooselated or frustrated or start talking fast with them. Stay calm, speak nice and slow. Keep it short. If they ask you a yes/no question, answer it yes or no.
