It sounds like this transaction has been a less than desirable experience from the very beginning and I know how upsetting that can be. Here is what has happened with your payment.
When you made your first payment via Instant Transfer, PayPal is actually fronting the money to the seller on your behalf. This is done as a courtesy to you because it takes 3-4 business days for the funds to clear from your bank to PayPal even though you may see the money gone from your bank within 24 hours. This way the seller gets paid right away and they can ship out your item. We are reimbursed when your funds clear to us.
When the seller refunds an Instant Transfer payment before your funds have cleared to us, then they are actually refunding the money we fronted to them on your behalf and we will place a hold on the refund. This is done because we need to ensure that the funds have actually cleared to us before we make the money available to you. Your best option is to wait until those funds have cleared into your PayPal balance and then use that money for the new purchase. You can initiate a new payment but that would mean that you would have two separate large payments coming out of your bank and you would then have to withdrawal the first one back once it cleared to PayPal.
