Hello Whittershins   I can understand your concerns but I believe everything is going to be fine.  When a refund is sent back to your debit card, you will not see the money in your PayPal balance.  Once PayPal has issued a refund to the card, your card issuer has up to 30 days to post the refund back to your balance, however, this generally does not take this long and I would bet you will see the funds within 3-5 business days.  I would contact your card issuer directly to see what their timeframes are for posting funds back.  I hope this helps you and I wish you a great day.   KB ... Hello ruby_commons   I am sorry to hear that you are having trouble as I know this can be frustrating.  If you open a claim with PayPal you would need to open it as a 'Not as Described' claim.  In this case you would also need to specify that you have already returned the item and provide your tracking information.   As the item was returned prior to opening a claim with PayPal there is not a guarantee that we will be able to provide Buyer Protection but we will do what we can to assist you.  Please keep in mind that you have 45 days from the date of the transaction to file a claim and if you have any further questions please let me know and I will be happy to assist you.    KB ... Hello Itz_Me   When a refund is issued to a card it typically will take some time before the funds will post back to your available balance.  While most card issuers have up to 30 days to post a refund, typically it will take much less than this and I have usually seen the funds post within 5 business days.  Depending on when the refund was issued it may just be that the funds have not posted back yet and I would encourage you to contact your card issuer directly for additional information.  Take care and have a good day.   KB ... Hello MagpulFanBoy   You can purchase a Green Dot MoneyPack at participating stores and send money without adding a bank or credit card.  There are limitations to how much can be sent though and to increase the spending limit you would have to become verified by adding a bank or applying for and becoming approved for a PayPal credit product.   KB ... Hello Zzz0991   I am happy to help and I am glad you contacted me.  PayPal will attempt to transfer the exact amount of funds that you have requested from your bank.  If the account does not have a sufficient balance to cover the transfer then your bank will reject our request and we will be notified.  We will make one more attempt, which is called a representment, and if that fails also then the transfer will be cancelled.   PayPal does not charge a fee to transfer funds and we will not charge a fee to you if the account has insufficient funds.  Your bank may charge you a fee each time we attempt to pull the money and there is not a sufficient amount to cover the transfer.  If you can make it to the bank and deposit money before out attempt then that is advised as we can not stop the process once it has begun.   I hope this helps to clarify the situation.  Have a good day and please let me know if you have any additional questions.   KB ... Hello cl5man   These are all great questions and I will be happy to answer them all.   1.  If you have a negative balance then this would indicate that the buyer may have opened a claim with PayPal or eBay and it is important that you respond to the claim as failure to respond can result in you losing your money and your item.  Please don't assume that the issue has been resolved as it is very important for you to understand what is taking place.  You should find information regarding this either in your PayPal Resolution Center or your eBay Resolution Center.   2.  Yes, you can receive payments while your account is negative.  the funds will reduce the amount of the negative balance you have in your account.   3.  Depending on your situation, and who issues the refund, you may be eligible for a fee reimbursement.  Typically, if you issue the refund on your own then the fee is reimbursed.  if you do not address the issue and PayPal has to initiate the refund on your behalf then the fee is not automatically credited.  If you do not receive a credit for your fee please contact us and we will be happy to take care of it for you.   I hope this helps answer all your questions and thank you for being part of our community.  Have a great day.   KB ... Hello lawaynew   I can understand your concern and I am happy to help you.  If your merchant has refunded you and it shows in your PayPal account as the refund being compete to your credit card then we have processed the refund on our end.  Once the refund is processed by PayPal it is sent to your card issuer and they have their own timeframe for posting the funds back to your account.   A card issuer can take up to 30 days to post the funds but typically you will see the funds within 5-7 business days if not sooner.  If you have any questions about your card issuers policy regarding posting refunds, I would encourage you to call them directly as they will have the most accurate information.  Thank you and have a great day.   KB ...
