As we have endlessly discussed, this is not from the WHO. Its from a random person, evidence now being from multiple random people jumping on the bandwagon. One of Paypals main, most popular features is that anyone can send a Paypal user an unsolicited invoice. One of the biggest appeals of Paypal is that anyone can create and send invoices for free, only the regular transaction fees are paid. The very design of Paypal now is 'user beware.' If you read this thread, you'll see how I have thoroughly explained this at this point. ONCE AGAIN, for everyone in the back....ANY PAYPAL USER CAN INVOICE ANY OTHER PAYPAL USER USING ANY LOGO OR IMAGE AND LINKING TO ANY WEBSITE THEY WISH.  I have recreated the 'WHO invoice' myself and send it to another user that helped me test this. IT DOESN'T MATTER what logo and website are included in the invoice.  Thus, no invoice should ever be trusted on this platform unless it is from a party you are expecting a bill from for the amount you expect the bill to be. ... Read my comments. It is possible because Paypal allows any user to invoice any other user. This is an insanely popular option with people like artists and small businesses because its free, they only pay the regular transaction fees. It allows users to attach their logo or image and link to their website. 76% of people pay these invoices within 24 hours.  As you can imagine, this is rife with fraud potential. @rantypants @Folesen @Colina2 @Kellybp  A Paypal coding bug causes the cancel button to not work on the web. To cancel any unwanted invoice: At the end of the URL after you click to cancel the invoice manually type ?action=cancel and enter. Using the website, you should then be able to cancel this fraudulent invoice. The reason it is 'still happening' is because Paypals system allows any user to invoice any other user. They would need to disable this system to stop it. Or at least, implement additional measures to prevent this...(not allowing new users to invoice others, making this a paid feature, etc.)   ...
