Before you try that, have a read of the latest update to the user agreement (effective end of April).   It's so vague as to be incomprehensible but I bet it'll be another attempt to twist everyone's arms until they buy a mobile to be able to use their account.   If it is I've already done first drafts asking for guidance from the UK HMRC and FCA.  ... "In what universe is this considered 'Solved' ? "   In the universe of a monopoly corporation that wants to rid itself of inconvenient account holders without getting too much bad publicity, complaints to regulators about misconduct, or probably most important - getting sued.   The recent user agreement updates, although so badly worded and so un-informative as to be meaningless, seem to me to reveal stage 2 of this process.   By saying that anyone who sells anything using PP to process the proceeds now has to register as a "Merchant" i.e Business, PP removes from anyone who complies all Consumer protection  --  it doesn't apply to a business.  By attempting to up-grade and failing because of lack of a mobile number, the line between a protected consumer and a "request" to up-grade to a Merchant Account is further blurred to PP's advantage.  ... This something to do with yet another policy update (my email was dated 11/2/21) whereby anyone using their personal account to do anything other than pay for goods or services, or transfer funds to F&F (i.e sell stuff) will soon be required to either open a Merchant Account or up-grade to one.   It's just another ploy to get rid of anyone without a mobile.  Bet you anything you like than one of the bits of information required to complete the up-grade is a mobile number.  It's just a way another way of saying "give us a mobile number if you want to use PP" but it gets around the UK FCA Guidelines that insist that ALL companies provide at least one method of PSD2 verification that DOES NOT rely on a mobile to complete  - EVEN USA MONOPOLIES.   My advice, if you're in the UK, is ring the FCA and "inform them about your concerns" regarding PP's financial conduct. ... "Don't Have A Mobile Phone" Still Going Strong Two...

This long-running thread will celebrate its second anniversary in a few weeks with new posts regularly added, complaining that account holders are still being denied access to their accounts because they do not have a mobile to receive text messages to complete SCA second level verification.   Why is this still happening? With the exception of PP every UK financial service company is already set-up for SCA, all give their account holders a choice of method to complete level 2 verification. Paypal is still contravening UK FCA Guidelines by not providing any other reliable, workable method of completing SCA. More to the point, as the date when PSD2 / SCA becomes a mandatory requirement in the UK is still not until 14/9/21, why is PP denying anyone access at all.     By now we all understand that PP would much prefer all account holders to buy a mobile.  They've tried the thinly veiled threat of "Use of your account may be interrupted" if you don't register a mobile number.  They've carried out the threat to many in the hope that it will push them into complying and panic others into doing the same.  They're now trying bribery "download the App and we'll give you £5".   Isn't it about time that PP came clean.  If it wants to become a Mobile Only service, it should say so clearly and without equivocation.  It should give a date after which use of PP will only be possible using a mobile and allow everyone not able to to comply, to make other arrangements.  ... "Then they did away with that, --  unless you have a mobile phone, of course."   Is PP trying to become a mobile only service??  From the constant "give us your mobile number - or else dire we'll cut you off from your money" demands.  And they are still denying account holders access to their accounts because they apparently cannot get any method other than mobile text message to work for PSD2.  They are the ONLY UK financial service company that have failed to roll out multiple methods of verification.   Again I ask myself (and PP) why are they are doing this when the use of SCA is still not mandatory for another six months?     It can ONLY be to put the fear of God into as many account holders as possible and force them to comply, there is no other reason why PP should be separating people from their money months in advance of this deadline.   Now they have changed strategy.  Every time I log-in I'm offered £5 to download the (mobile) App.   Then there are the recent User Agreement updates where it seems that PP has decided that anyone selling anything on a private account will be required to upgrade to a merchant account to receive payments (other than F&F).   To do this "further information will have to be given to PP".  Although there is no mention of what this information is.  Would I be wrong to assume that this is just another way of bullying people into handing over a mobile number as it will become apparent that upgrading a private account is impossible without supplying a mobile number?   Simply by forcing private account holders into becoming merchants in a bid to circumvent the UK FCA guidelines that say consumers should be offered more than one method of completing SCA, something that is probably not required for business account holders.  Unless PP wants to get rid of all its account holders without mobile phone or access to mobile signals, it is playing a dangerous game trying to mess with the FCA.     ... Thanks for replying although what you've written is more or less the same (and as vague) as the email notification. Can you elaborate please?    How can I verify further information when nowhere does the notification tell me what info. needs verifying or how to go about doing so? I primarily use my paypal account to receive monies from sales because I'm 67 and down-sizing my collection and disposing of stuff stored forty years ago.  Rather than leave this chore to my relatives when I die. Is paypal aware that this sort of sale of personal possessions is not regarded by UK Tax Collectors as a business and that by insisting that I declare myself as such can lead to complications? So far as I'm aware, although I am registered as a private account, because all my selling is done through two on-line platforms with paypal integrated checkouts, I am paying in full what Paypal charges for commercial transactions and am in no way paying any less than I would if I re-registered as a business account. Well, the good news is that at least PP is (at last) at least trying to set -up an alternative to mobile-only verification.  Which belies the assertion by an "Esteemed" (but not by me) Advisor that mobile is the only acceptable method of doing this.     Trouble is, it failed.  The call sent to my land-line, to confirm the screen printed code, never rang my land-line phone.   (BTW.  UK land-line numbers ARE acceptable in place of mobile numbers if the international form is used.  So <Removed> becomes <Removed>.     BUT.  Then I got a screen with "No mobile?"  Having ticked that box I haven't been pestered for my (non-existent) mobile number or by two-step verification since and have had no further problems logging into my account.   Frankly, what amazes me is that although it is now obvious that PP is working on a solution that does not require a mobile phone (as required by the UK FCA Guidelines) but is still harassing account holders for these numbers and even more amazing is the fact that it is still denying access to accounts because they don't supply one.   One would think that with the impending loss of their biggest captive customer base at ebay, they would be doing everything possible to maintain the goodwill of users.  Not alienating them ...
