Everytime i try to make a payment this message keeps showing up. What's wrong with paypal?

Found this link in another thread that states it is a known problem, and they are working to resolve it.  https://www.x.com/view-blog-post.jspa?blog=1542&blogPost=5867

I am still getting this message. I called and they said they couldn't help and to try again in a couple hours. Same thing I was told yesterday.
