Technical problems between ebay and paypal

I have been granted a full refund for goods not received by eBay customer support.
Problem is that I have been waiting for 3 weeks for funds to go into paypal account. Each time I phone ebay, they make their apologies and tell me it will take 4/7 days.
Today was the 4th time I had called them and I demanded answers. I was told that they are experiencing technical problems whilst transferring refunds to paypal.
To add insult to injury, I received an email from them soon after, saying buy with confidence.

No, UK account. problem still ongoing. Ive had another 3 guarantees that the funds would be in my paypal account on said days, but sadly it is just rubbish that im being fed. I firmly believe that someone at ebay has mistakingly put my refund into the wrong account, and this has been covered up. They have closed my case stating " case resolved " and wrote refund of £294 paid on 7th april. I have spent around 20 hrs of my time trying to get this sorted out and Im now very angry. The original date the refund was due to be paid was 18th march.
