Problem signing on eBay - noone can help

Please advice, cause my case is complicated.

1. I have non-US Paypal account, so I can't purchase security key, because it's impossible to order.

2. At the same time I can't login to eBay, because it asks security from PayPal.

I've tried to call eBay call center - they told me that it's paypal issue... that's all for now.

I've also sent several messages to paypal support with no response yet.
