Alf_fonso and nursedms- What you're referring to is a known issue that we're working on. That 3005 error is quite a pain and we're working diligently to get it fixed. As of right now I don't have an ETA on that, but for now there is a workaround that has been pretty successful. If the seller sends you an invoice through PayPal, not eBay, you should be able to make your payments.
Hope that works for you.

1acme and Valenco- I'll try and help you fine folks out here 🙂
It sounds (and in Valenco's case, it is) like you're running into our security model. This monitors all purchases, and in some cases, it will deny a funding source, or in extreme cases all funding sources. While I completely understand the frustration it causes, keep in mind that it's there for your protection.
Now I would agree that a $4.98 purchase probably isn't going to cause too many problems, but whatever information the model is using may be seeing something that we wouldn't have access to and is making the determination to try and save you a hassle. And unfortunately, no one has the ability to override it's decisions 😞 I would try having the seller invoice you and see if that works for a solution. Otherwise, give us a call and we'll see if there's any other options we can come up with.
And Valenco, you're running into the same security model, but the messaging on eBay makes it a bit harder to recognize. The 10417 'error' isn't actually an error, it's eBay's response to PayPal telling them the payment won't be possible. The same solutions I provided to 1acme may work for you as well.
Hope that clears things up a bit.

Please see my recent post under "Being Forced to use Bill Me Later or Bank Account" (dated June 2nd, but they did not seem to attach my id)...I have been having these extremely annoying problems as well and they have been happening over and over and over again. Paypal specialist did not help...blamed Ebay checkout system. Ebay blames Paypal. Lovely.

I've had this poblem as well as error # 10417 and that one wasn't resolved even though they claim it was. So I wouldn't hold your breath for this one.
