Ok, so I bought two games December 27 on Ebay from the same seller, and when I got them they were total crap. So of course I messaged the seller to try to get it straightened out. He agreed to refund me, and even reimburse me for shipping. So I sent them back the next day, with delivery confimation. The package was back to him on January 8th.
Now, I waited three days to see if he would refund me but her never did. So on January 11, I messaged him to remind him that the package had arrived back at him three days before. No Reply. January 16 I decided to send him another message to again remind him that he still has not refunded me. No Reply. January 18 I messaged him again...no reply. So finally I messaged him again today explaining that I was going to take action if he did not give me a refund by tomorrow.
Now, how do I report this? Can someone walk me through this? Give me some links?

Welcome to the boards!
I'm sorry this purchase didn't work out for you. Being a gamer myself, I can't really say as I would be too happy with if any of the games I receive didn't work or were in poor condition.
There are two main options from here, if the seller isn't willing to work with you. Both eBay and PayPal offer a claims process; please note, though, you can only file a claim with one of the two companies, so you'll want to pick one and go from there.
To file a dispute in eBay, log in and go to Help > Resolution Center and follow the instructions for opening a dispute. Past that point, and as to how the process works, you'll want to get in touch with eBay as to how they would proceed from there.
If you would prefer to open the dispute directly with PayPal (assuming you paid with PayPal, of course), you can do so by logging in and going to the Resoluton Center > Dispute a Transaction > Item Dispute. Follow the instructions from there.
With the PayPal dispute process, you have twenty days to resolve the issue in full. If it isn't resolved in full, be sure to escalate the dispute to a claim before day # 20, or it is automatically considered resolved. Once it's a claim, PayPal will step in and force a decision.
Hope this helps,
Adrian
