Holding funds from sellers until the buyer leaves feedback is the worst idea EVER! Since when does Paypal become an authority on buyer satisfaction?? A smooth transaction is all that I wanted from Paypal. If they are going to hold funds, then they should make it very clear BEFORE you use them! Keeping my money in their account for 21 days is a HUGE disadvantage of using Paypal. Stick to transferring funds, not trying to be a satisfaction authority!

If you are not an established seller, Paypal can hold your money in escrow for up to 21 days, basically as a guarantee that if the customer does not receive the item because you didn't ship it, then they can refund the money to the customer without incurring collection costs chasing you. If you ship with delivery confirmation, this is rarely a problem.
They don't do this because they desire the interest (really, multiply your item's cost by 0.001726 to see how much "profit" they'd make in 21 days on an individual item) -- they do it because PP has a low barrier to entry and there are a LOT of scammers out there who would otherwise be tempted to set up PP accounts and not ship the merchandise to innocent customers.

Bull crap. Then multiply that by 100,000+ products sold on ebay. It's all about the money! WHY? Because I don't even freakin' sell ebay products with my PayPal account and they are still holding my money for up to 21 days! And YES, they varified this by email and by telephone!

I received a message from Paypal stating my funds will be held up to 21 days or until seller leaves a positive feedback. I'm not new to Ebay or paypal so I don't understand why I got this message.Since the payments include shipping charges I need the money to pay for shipping.

The "hold" policy is explained here. Also note the last section in the policy about Shipping.

WOW! I didn't know about this policy. Now I'm glad I don't sell on eBay anymore. I'll take my 100% positive feedback and 1000+ transactions elsewhere. It seems like eBay is moving away from small sellers and its roots. Shame 😞

It's a good policy if it helps weed out unscrupolous sellers.I was a victim in the past.I had received " junk " for merchandise back in the early 2000's then I stopped buying for 6 or 7 years until a few recent purchases on Ebay.

"It is a good policy if it helps weed out the unscrupulous sellers."
What about the sellers who have proven beyond a reasonable doubt that they are legitimate and honest? Paypal needs to be willing to work with individual complaints and re-evaluate accounts when asked to. I've worked hard for nearly 7 years to prove that I am safe to buy from. My reputation on Ebay is spotless. People in my shoes should be able to contact paypal, have them take a SERIOUS look at the account, and remove the hold if they can't pinpoint a reason why it is there in the first place. But, when you contact paypal, you get jerked around by people who don't get their own policy. They don't offer any resolution. You can actually visualize them scratching their heads when you ask for real answers. This is not good business. Not EVERYBODY who has had a hold placed on their account deserves it. There are always exceptions and paypal needs to get the stick out of their rear end and start working with individuals who are asking them for help in this situation.

Yes, it is a good policy. But eBay is running it all wrong!

I have a buyer who signed for and accept his sports card he won off eBay. He even sent me a "great card!" email. However, he refuses to leave feedback on the 'bay, so the monies are being held by PayPal. I have sent numerous emails to PayPal with copies of his emails and his signed receipt. This has been going on for several days. Guess PayPal needs to draw the interest?
Come on PayPal....the system is a good system, but you need to tweek it just a little to make it fair to the seller as well as the buyer!
